Hong Kong resident: Those who have permanent residence status in Hong Kong and do not hold a BNO passport or a travel document other than a Hong Kong passport.
Macau residents: Those who have permanent residency status in Macau and do not hold a travel document other than a Macau passport, or those who hold a Portuguese passport but obtained it in Macau before the end of Portuguese rule.
Including
People who have a household registration in Mainland Area, and
People from Mainland Area residing abroad.
People from Mainland Area residing abroad include those who were born abroad and have a Mainland Area passport, but do not include the following people who have lived abroad for more than four years:
Those who have acquired local nationality;
Those who have local permanent residency and holding Taiwan passport.
Foreign Nationals are those who meets the following criteria:
Do not have the nationality of the R.O.C. (Taiwan); and
Not a resident of Hong Kong or Macau as defined by the Hong Kong and Macau Relations Ordinance; and
Not a resident of Mainland Area as defined by the "Taiwan-Mainland Relations Ordinance".
Includes
R.O.C. (Taiwan) Nationals residing in overseas who have not been registered a household in Taiwan; and
Nationals who have acquired or recovered R.O.C. (Taiwan) nationality but have not established a household registration in Taiwan yet.
