The "Hong Kong and Macao residents " recognized by Taiwan's immigration laws and regulations are:
Hong Kong resident:
Those who have permanent residence in Hong Kong and do not hold a British National (Overseas) passport or travel documents other than Hong Kong passports;
Macau residents:
Applicants who have permanent residency in Macau and do not hold a travel document other than a Macau passport or a Portuguese passport but obtained in Macau before the end of Portugal’s governance .
If residents of Hong Kong or Macau have other nationalities at the same time,
The immigration laws and regulations for foreigners shall apply, and the immigration laws and regulations for Hong Kong and Macau residents shall not be applicable.
How Hong Kong and Macau Residents Come to Taiwan

You can live in Taiwan for a short period of time. The length of your stay varies depending on the application, but is generally up to 3 months.
If you meet the relevant regulations, you can apply for an entry and exit permit with a longer stay period or apply for an extension when the period expires after entering Taiwan.
Hong Kong and Macao residents come to Taiwan to live and settle
Residents of Hong Kong and Macau who have "residence reasons" and meet relevant regulations can apply to come to Taiwan [Residence].
After obtaining a residence permit for certain specific reasons for residence, if you hold the residence permit to stay in Taiwan for a period of time and meet other relevant conditions, you can apply for [settlement].
If approved by the competent authority, you can apply for registration in Taiwan, and then obtain the Republic of China national identity card and passport, and become a national of the Republic of China with household registration in Taiwan.
Note: There are also some applicants who meet other requirements who can directly apply for settlement without going through the residence stage.
Not all Hong Kong and Macao residents who hold a residence permit in Taiwan can apply for settlement in the future.
First of all, the applicant must obtain a residence permit that meets the "residence reasons that can apply for settlement in the future".
After that, you must hold a permit to stay in Taiwan for a certain period of time and meet all relevant application requirements before you can apply for settlement and obtain Taiwanese citizenship.
