Foreigners
“Foreigners” is defined by R.O.C. Immigration law as:

Do not possess R.O.C. (Taiwan) nationality; and
2.Not a Hong Kong or Macau resident as defined in the “Laws and Regulations Regarding Hong Kong & Macao Affairs”; and
3.Not a People of the Mainland Area as defined in the “Act Governing Relations between the People of the Taiwan Area and the Mainland Area”;
But those who possess other nationalities.
The ways for foreigners enter Taiwan
Acquisition of {Visit/Residence/Permanent Residence} Approva
Merely obtain an approval to stay in Taiwan for a certain period of time,
the duration of stay varies depending on the types of certificates, not
obtain the R.O.C. citizenship.

Obtain R.O.C. citizenship

Foreigners may apply for “visa” with Ministry of Foreign Affairs or R.O.C. Embassies and Missions Abroad if relevant requirements are met. They may apply for “Alien Resident Certificate (ARC)” with NIA after they have entered Taiwan with the visa with specific reasons.

The validity of the ARC varies depending on the reason for the application, generally between 6 months to 3 years.

Extension or change of residence purpose is applicable if foreigners comply with relevant requirements.

Foreigners’ Residence in Taiwan
APRC application for foreigners‧3 methods

APRC
Foreigners who meet either one of the residency requirements in Taiwan,may apply for APRC with the conditions of other relevant requirements are met:

Legally and continuously resided in Taiwan for 5 years, with more than 183 days each year.

Foreign spouse or children of R.O.C. national with registered permanent residence in Taiwan and have legally resided in Taiwan for 10 years, during which period they have actually resided in Taiwan for more than 183 days for 5 years.
Note: The period of stay in Taiwan for some certain reasons will not be counted as part of the period of residence requirement in APRC application.。

APRC (Plum Blossom Card)
Investment Immigrant
Exempted from the requirement of stay in Taiwan
Foreigners who meet either one of the requirements in Taiwan, may apply for APRC (Plum Blossom Card) with the conditions of other relevant requirements are met:

Having invested worth over NTD 15 million in a for-profit enterprise, and having created 5 or more job opportunities for R.O.C. nationals for over 3 years;

Having invested worth NTD 30 million in Central Government Bonds, for over 3 years.

APRC (Plum Blossom Card)
Having exceptional contributions to Taiwan, Senior professional personnel, International Awardees.
Exempted from the requirement of stay in Taiwan
Foreigners who meet either one of the requirements in Taiwan, may apply for APRC (Plum Blossom Card) with the conditions of other relevant requirements are met:

Having made exceptional contributions to Taiwan

Are senior professional personnel as needed by Taiwan.

Having participated in races, contests and assessments in the fields of culture, art, technology, sports and industry, which are acknowledged internationally and have won the first prizes.
R.O.C. nationality application via naturalization for Foreigners
In principle, foreigners who intend to obtain R.O.C. nationality via “naturalization” must meet a few requirements, mainly include basic requirements as listed below.
However, the actual number of requirements varies depending on foreigners’ identity, background, nationality, etc., not all foreigners have to meet ALL the requirements.
